This highest accolade is awarded sparingly, acknowledging only those urban centers that consistently deliver outstanding experiences across all evaluated criteria, truly representing the pinnacle of European destinations. Very few cities outside Europe would be rated 5 stars according to these criteria. The most obvious one would be New York City.
