Among Albanians, E-V13 Z5018/S2979 subclades very likely represent the bulk of Proto-Albanian population who mixed with other Latin speaking people.
In any case I think they came down in some sort of tribal/ethnic organisation, to put it that way. That wasn't just random Romanised people, but whatever they were, they came down in an organised way as a group. Such a significant pulse migration of related males is extremely unlikely to have been just "trickling down" of some "generic provincial Romans".
Since branches of Z5017/CTS9320 are also quite common in Albanians, yet more often connected to Vlachs, I guess they had a "stop" somewhere along the Serbian Danube, in former Basarabi territory, the hotspot for CTS9320.
