I think the writer is being unfair here. The same thing could be said of America if you drive from Manhattan, through the Bronx, and then into Westchester.

The people living in these areas do bear some of the responsibility for their isolation. In their case, they need to learn the language and adapt to the culture. In common with the minority underclass in the U.S., they need to get training or education, get better jobs, and move out and into the larger society.

If he wanted to do a better job, imo he should have investigated how many have made that effort and how it was received by the "natives" before drawing vast conclusions.
