Denied access to linked photo's

When I try to click a link of a photo that someone has posted, it tells me I do not have privileges to do so, but it does not tell me what needs to be done in order to gain these privileges. Can someone fill me in? Thanks!

I am not sure. Maybe you need to have 10 posts. I don't remember setting a minimum for viewing pictures though.
